The problem is, the switch which is supposed to regulate the hot air from the coolant end (driven off the AC temp knob), can open wide and get stuck there, even if it is set to low cooling, instead of full heating. The Storme's AC temperature regulation works with the coolant temperature, wherein the heating part (low cooling) is driven off the coolant temp. The issue is most likely a stuck actuator switch, which is supposed to regulate the AC temperature.
